Donald Brown

Mr. Brown has over forty years of project management experience in environmental consulting, alternative energy systems, and design and construction of unique, pathfinder energy and environmental state of the art projects.  He has extensive experience in research, development, design and major scale construction of alternative energy technologies and is also recognized for his environmental technology applications expertise. Mr. Brown managed numerous multi-million dollar alternative energy/environmental projects for DOE, DOD and EPA while division manager of Energy and Environmental Systems Division of Battelle Memorial Institute. Over his  career, Mr. Brown has received numerous awards and commendations while serving active components of the Department of Defense as a senior scientist and research engineer. Mr. Brown leads the development and delivery of the application of state-of-the art alternative synthetic fuels and vital specialty chemicals'. Brown has successfully negotiated, permitted nationally recognized  energy security missions focused on: nuclear ,alternative fuels and all hazards remediation protocols.

Locally, Mr. Brown served as the Chief Development Officer for Waste Technologies Industries [WTI] located within CCPA, East Liverpool, OHIO. His duties included serving as the Chief Technologies Officer and to assure regulatory compliance. This, multibillion revenue,  evolution resulted in the first commercial, TSD federal RCRA permit to be issued in the United States. Mr. Brown led a consortia of prominent, multibillion dollar, US corporations led by Stephens Inc. Investment Bankers.  WTI continues today as best demonstrated achievable treatment technology by USEPA.  WTI/HERITAGE is one of the largest employers currently in East Liverpool, Ohio

Brian Workman, CGD,CEM

Brian Workman is an experienced mechanical engineer with over 25 years of experience in  commercial and industrial construction. A successful entrepreneur, Brian owns multiple businesses located in New England. Environmental Engineered Solutions established in 2004 (SDVOSB registered business) specializes in green technologies and energy efficiency upgrades.  Brian is also the Managing Partner of New England Applied Products, Inc (SDVOSB registered business) located in Boston, MA.  Established in 2014, NEAP is a leading manufacturer’s rep firm specializing in the sale of commercial HVAC products throughout New England.  Mr. Workman has been involved in all facets of construction projects from horizontal construction to environmental remediation throughout his career.

Mr. Workman holds a BS in Civil Engineering from the University of Massachusetts Lowell and an MBA with American Military University.  Additionally, Brian has served as an officer  in the United States Navy Civil Engineer Corps (Seabees) for 23 years and is a Combat Veteran of the Iraq War.  His professional credentials include being a Certified Geothermal Designer (CGD) as well as accredited Geothermal Installer and a Certified Energy Manager (CEM).  He is a member of several professional organizations including Society of American Military Engineers (SAME), International Ground Source Heat Pump Association (IGSPHA), Association of Energy Engineers (AEE), Boston Green Roundtable, American Society of Heating and Refrigeration Air Conditioning Engineers (ASHRAE) and International Society of Pharmaceutical Engineers (ISPE).

Dr. John Payne

Dr. Payne has 30+ years of experience in administration, management, and supervision in the private and public sectors of government and business. He holds degrees in Education and Administration from Northwestern International University, Kent State University, and the University of Dayton with additional math and chemistry hours from El Camino College and UC Riverside. John has extensive experience in the formulation and administration of multi-million dollar projects with public funds and grant writing.

As Mayor of East Liverpool, John marshalled the efforts for funding, permitting and construction of East Liverpool’s secondary WWTP and lift stations in tandem with  refurbishing of the city’s water treatment plant.  John authored the municipal section of the emergency response plan for East Liverpool with respect to the 10 mile radius location of the nuclear power plant in nearby Shippingport , PA.

As Mayor, John interacted with the Army Corps of Engineers in the Pittsburgh office, the Ohio EPA, HWFAB in Columbus, Ohio, and the U.S. EPA during the permitting and siting of Waste Technologies (now Heritage Thermal) in East Liverpool. John has 6 years of service as a college administrator and instructor with the Ohio Valley Business College (now the Ohio Valley College of Technology) in East Liverpool. He also served as a Columbiana County Commissioner and worked to successfully get funding via the bond market for construction for various large public improvement projects (50 million dollars +). John also has experience as a small business owner/operator as well as being a woodworker. As a member of the Congressional Staff for the late Congressman Charlie Wilson, John consulted with the VA, the FBI, Homeland Security, and the State Department in Washington,D.C. on a daily basis for constituent services. John is a volunteer for the Habitat for Humanity and the Humane Society in Columbiana County as well as being a member of the Farm Bureau of Ohio. John has been awarded the Spirit of America Award by the Ohio Secretary of State for his service and his leadership in election administration (14 years) as Director of the Columbiana County Board of Elections. John currently serves as an Advisory Board Member for Kent State University in East Liverpool.
